What exactly is a blacklist?

Because spam is so prevalent in today's online world, there are a number of publicly available resources on the internet that list servers that have been identified as spam sources. Many email providers use these lists, also known as blacklists, to reduce the amount of spam that their users receive.

Is my server blacklisted?

If you received a bounceback message when attempting to send an email, it could mean that your email was blocked due to abuse. In this context, abuse typically refers to the server being used to distribute spam. The bounceback message indicates that the system has identified you as a spam source using one of the available blacklists.
